Hello everyone -- once again, I wasn't on the last episode of Alohomora! but Rosie was, and she gave us today's Question of the Week. Here we go.

Given everything we know about the Wizarding World's postal service, how do we think Howlers work? Do they possess a level of intelligence, such that if they were addressed to a witch or wizard in a Muggle community they wouldn't necessarily go off, breaking the statute of secrecy? Are there any other restrictions on Howlers, given their...explosive messages?

Petunia received a Howler as we know in DH, and there was no "disturbance" as far as Harry could see in it's delivery. If there are enchantments preventing a breach of the Statute of Secrecy, would Harry not have witnessed or suspected something? He recognized the piece of mail instantly, and he did not express concern for the Statute, nor as I said, did he notice the Howler postpone in any way from it's "duty."

My guess would be that there is an age restriction when sending a Howler, or there may be some other type of regulation such as a waiver or signed statement, promising that in the event of a Statute of Secrecy breach, that the sender accepts full responsibility.

On how they work: I think it must be a kind of spell that parallels Muggle recording technology, and when it is delivered, the play button is hit. There must be some kind of spell to ensure it only goes off at the recipient. Alternately, it could be enchanted for it to go off only when opened, therefore keeping it from going off in front of Muggles or unsuspecting wizards (most people who would get one would probably know what it was and not open it in front of people). But as for having a form of intelligence, I think that's doubtful. To quote movie Ron, "it's just a spell". :)

Ali: I like your thoughts about it being a recording device, but we know that a howler will go off even if you don't open it. Remember, Neville's burst into flames because he didn't open it in time.

As for it being intelligent, I think that it's just a spell used to make the letter imitate what the writer wants.

The howler is likely to explode even if you leave it alone. Like what killey2011 said, Neville's burst into flames even though he didn't touch it. Howlers also go off in the presence of Muggles, as it was with the Howler addressed to Aunt Petunia, though that might have been just because it was addressed to her in particular.

I think a howler is about as dependable as the trace. It has holes in it, but they still rely on it. I think Jo left these holes purposely to show that magic, while helpful, doesn't solve every problem.

Being Nit-picky (heh) but we never saw Neville's howler explode into flames. He rushed out into the entrance hall I think before we heard shouting begin. It was actually Petunia's howler we saw burst into flames because she refused to touch the letter.

So I wonder what DOES happen if somebody receives a howler in a Muggle setting in front of Muggles. I suppose they could be monitored by the Ministry so they can send out obliviators if need be. It's a tricky thing to think about..

Howlers are probably just bewitched to look as if they are exploding. I don't think Molly Weasley, for instance, would send her son an exploding object that could actually harm him. As for sending a Howler to a Muggle, wizards/witches probably know better than to address a Howler to a person that is unaware of the wizarding world. The Ministry of Magic probably takes it for granted that they'll only send it to a fellow witch/wizard, or a Muggle who knows about the wizarding world, like Petunia Dursley.

We have seen a Howler in a Muggle environment and what happens when you don't open one. In Order of the Phoenix Aunt Petunia gets the Howler from Dumbledore. I can't remember exactly how it's worded, but Aunt Petunia didn't open it and the Howler dispensed its message nonetheless.

And about a potential breach of the Statute of Secrecy, maybe there is an enchantment on the Howler to prevent its message from being heard outside of the walls of the house that it's in.

Expanding on my earlier comment about how maybe the Ministry monitors Howlers:

I was thinking about it and I realised that all of the Howlers we see seem to pretty much look the same (those red envelopes). So it doesn’t seem like you just pick up any old envelope and charm it to be a Howler. I think you might probably buy them in Diagon or something, tap it with your wand, record your message and then tap it again to seal it or something along those lines. If Howlers are sold, then the Ministry could have a variation of the Trace placed on them, right? They could then be alerted if a Howler is delivered to a wizard who happens to be in a Muggle environment at the moment it arrives and can dispatch people to deal with the situation, right?

OR.. Howlers seem to be able to detect when they have been delivered. They don’t explode midflight and scare the owl half to death. So maybe if a Howler can detect when it has been delivered, it can also detect if it is in Muggle company, and hold off on the message for a while? It sounds like pretty complex charm work.. but if we follow what I said above about Howlers being sold, then they would be made my expert manufacturers or something, so that wouldn’t be an issue.

Or it could just be the sender’s responsibility to make sure they are careful with their Howlers. If an issue arises then they are held responsible. Maybe they are fined or something. So when you buy a Howler, it’s sort of a Buyer Beware thing where you use them at your own risk.

All human have unique identifier: fingerprints, retinal’s scans, and a smell. Witches and Wizards may also possess a magical signature that the Wizarding World's postal service uses. This should not be confused with a trace, since that would be useless for the Postal Service once the Wizarding turned 17. Since we are never given any information as to how the Marauder’s Map works, it may also use this magical signature to track occupants of Hogwarts. The Howler, once it detects that it’s in the presence of its intended receiver, will speak.
Perhaps like the official Hogwarts Register, there exists a Ministry Register in which is inscribed the name of every person who is aware of the wizarding world. If the Howler is solely in the presence of these people, then it will "deliver" its message. I believe that certain magical items, particularly those under their own intelligence, must adhere Statue of Secrecy, most likely through the use of a charm placed on it. However, this theory raises the question of who is responsible for placing such a charm, the manufacture of the Howler or the sender? Also, if the Statue of Secrecy is broken, then who assumes responsibility for the Howler? Regardless, the magical world has Obliviators who can easily modify the memory of any muggle.

The Ministry of Magic seems to lag pretty much when it comes to control of the Statue of Secrecy. Just like wizarding parents need to watch their own magical child not to do magic, I think Howlers are someone's own responsibilty. The senders have to make sure they are careful and don't send Howlers to muggles who are unaware of magic.

ZeoRegrediens, I totally agree with your ideas about Howler regulations.
This isn't really an answer to the question, but I think Howlers probably started off as a joke. They seem like something Fred and George would make... a letter that yells at you when you open it. Then someone else saw the marketing potential and now there might be Howler factories all over the world!
I do think, though, that they are the equivalent of some sort of Muggle recording device (at the most basic level), like those story books that you can record yourself reading. They also have some sort of sensors to detect when they've reached their destination. And then one or more of ZeoRegrediens' possibilities comes into effect.
Also mildly off-topic (POTTERMORE SPOILER ALERT), I was quite disappointed in the Howler on Pottermore. It would have been so cool to have it actually yell the lines from the book instead of roaring once and then burning up.
